L2 is governed by an Operating Council which determines L2′s strategy as well as
tactics to accomplish its mission. The Council presides over all L2 operatives and
agents -- the terms "operative" and "agent" are used to denote two different layers
of L2 members. Anyone who joins L2 through this website first joins the community
of L2 "operatives". Depending on their contribution to L2′s cause, which is tracked
using a scoring system published below, they progress through various levels and
grades. However, there is a parallel layer of L2 members who are called "agents".
Agents are those L2 members who actually participate in live missions. An operative
at any level can be granted Agent hood by the Operating Council -- he/she does not
have to reach the Officer level to be invited to participate in the missions.

L2 operates in a loosely connected flexible structure where the Officers typically
recommend anti-terrorism missions to the Operating Council and, after receiving
the Council′s approval, assemble teams around these missions. These teams are typically
small and comprise of a few agents who carry out the missions as per the Officers
guidance.

Note that the term "agent" is often used in the L2 world in a generic sense while
it is also a formal level. Typically, when you see the term written as "agent",
it is being used in a generic sense and could refer to an Officer, Skipper, Leading
Agent, or an Agent. When the term is written as "Agent", it always refers to someone
who is at the Agent level in the L2 structure.

In addition to the levels and grades, sometimes L2 agents and operatives are also
awarded Special Titles if they demonstrate special skills. While it is not mandatory
to have Special Titles, these titles can influence the pace at which they progress
within the L2 structure. In case of agents, the Special Titles also influence the
activities that they are asked to perform during missions. Some of the Special Titles
